No. The Operator Pass doesn't include Plutonium or any of its features, and it doesn't raise your account's limits. You can have a pass, a Plutonium subscription or both.
How are they different?
Plutonium is an optional subscription on fluxer.com that raises your own account's limits. The Operator Pass is a one-time purchase that supports Fluxer and comes with a numbered certificate, the Operator badge and a spot on the Operators' wall.
What about my own instance?
On a self-hosted instance, every account gets Plutonium's features by default, with or without a pass, and the pass doesn't change anything on your instance.
I have Visionary. What changes?
Visionary already includes every Plutonium benefit, and it comes with an Operator Pass that you can turn on in settings, under "Operator Pass". Turning on the pass adds what comes with the pass and changes nothing about your Visionary.
